Make the system visible enough to decide what deserves attention.
4. Signal
Identify the small number of variables that actually determine the outcome.
5. Lever
Design targeted moves that can change those signals without creating more chaos.
6. Execution
Coordinate implementation, optimization, scale, and eventual ownership.
If the terrain is not clear, the scope should not be either.
